Roger Warwick disappeared and I can’t finish the radiant quest

So I completed the greenskins mission and I went too tell RW and he was stuck in the water behind the main building. I used the cheat terminal on xbox to "teleport him to me" and now he just disappeared. The quest marker is still behind the main building in the water. Anyone know how to fix this ?????
