CWIS weapon controller won't fire APS at enemy missiles.

Like the title says.

I tried my hand at an APS CWIS, but the AI doesn't play along. I can see it aim at incoming missiles, but it doesn't open fire.

It has a connection to a mainframe, I plastered the entire thing in munition warning systems, I have a camera and laser detector. At this point I am running out of ideas.
