Mavuika or Citlali cons?

I'm deciding between pulling Mavuika and Citlali cons as my account has great horizontal investment so I've started to focus of vertical investment, and I was going to pull for Mavuika since I found out she's an upgrade to Xiangling, but I heard Citlali Cons are strong (plus who knows when she gonna rerun) but are they (or her weapon) strong enough to miss Mavuika for?
