Cut content? (Northside)

I'm in an area in Northside near a bunch of Maelstrom and Scavengers by the road, and it triggers phantom audio with no character nearby. Basically V says: "Regina sent me" and a Mox goes, "Always has her finger on the pulse". I've done all Watson gigs and haven't started the Heist in this playthrough. Is this possibly from a gig that was left out? Anyone else ever find it?
