IP Table Rule blocking ALL access

Support

I need to open a port up to only certain IP addresses. I attempted to add the following 3 rules:

Chain DOCKER-USER (1 references)
num target prot opt source destination
1 ACCEPT tcp -- server.name.com anywhere ctorigdstport 6001
2 ACCEPT tcp -- XX.XX.XX.XX anywhere ctorigdstport 6001
3 DROP tcp -- anywhere anywhere tcp dpt:6001

Rule 3 is an overall drop command. It should block any attempt to access port 6001`

However, I added Accept rules which should allow specific IP addresses to access those ports.

But even with the rules, it appears to block ALL access, even from the whitelisted IP. IP XX.XX.XX.XX is the whitelisted IP I am attempting to access port 6001 from to the server.

Any help appreciated
