Rottenmouth Viper and Heartless Summoning

Since Rottenmouth Viper allows you to sacrifice permanent to reduce its cost, what happens if Heartless Summoning (if there's only one copy on the board) is one of those permanent? At what point would Viper lose the Heartless Summoning cost reduction?
