Minimum Japanese Requirements for MEXT?

What do you believe is the minimum Japanese level required for applying to: • MEXT Undergraduate Scholarship • MEXT Research Scholarship (Masters)

I know you have to pass a japanese exam, but it is divided in Japanese A, B, C.

Is it mandatory to take all of them? With what JLPT Level should I apply for each Scholarship?

Thanks for your help
