Homeowners association changed my position on a waitlist with communication

I’m located in the US in the state of Ga for context. My HOA has rental limitations and I was added to that waitlist on April 15, 2024 from which I was number 20 on the list. I followed up on June 05, 2024 which I was informed that my position was now 17 on the list. I followed up again January 27, 2025 and was informed my position is now 18. When I asked why they replied with : “It is likely that someone in the community provided proof of being added to the waitlist on an earlier date, causing your waitlist number to shift.” Is this common? I feel like my HOA gets away with a bunch of stuff and no one really has been able to hold them accountable. Any advice would be appreciated!
