Amazon Prime and Video Now 2 Different Costs??

So I let my account go on hiatus for awhile. But I was just recently thinking of updating card info until I discovered that Prime Video is no longer included with Prime Membership?? It's an additional $8.99?? And before anyone says it's always been like that; no it hasn't! So pretty much $24 a month and never ever do you get products in two days!
