ECSI Federal Perkins Loan Servicer

My dad received a letter that the U.S. Department of Education transferred his Perkins Loan to. ECSI. This Loan is from 1990. What do I need to do? How can I find out if it's legit. And, if so how can I find out the balance owed? Thanks for any information you can provide.
