Fire permit

Hi everyone! I have a question about opening a restaurant in New York. After submitting a Fire Permit application, can I open the restaurant before the fire inspection takes place, assuming that everything is 100% compliant? Could this cause any legal or operational issues? Has anyone done this before, or is it mandatory to wait for the fire department to come and inspect the place first?
