Recruiting to my agency

Hi guys!

We are a host travel agency that currently has 60 independent contractors. I am having difficultly with finding success in recruiting outside of Facebook. I want to be able to reach possible agents across the US, and possibly in big cities where they may be an airport hub. The issue I’m having is things like Indeed/ Monster think we’re an MLM since it’s a contract based position that has a small fee a month. How are other host agencies getting around this? Am I just doomed to Facebook forever?
