Has anyone else not been able to set new favourite loading screens for a while now?

I keep trying to add new loading screens I unlock to my favourites so I can use them but for the longest time now the button just isn't there. I've looked at videos of people doing it and the button is there for them but it just isn't for me. Anyone else have this problem?
