Eyewash debate

Help me and some coworkers settle a debate about the need for an eyewash station. Some are on the side that if it mentions rinsing the eyes at all in section 4 (first aid measures) then you must have an eyewash available. The other side says that it should only be required if the manufacturer prescribes it in section 8 (PPE/other controls).

Obviously it's more nuanced than this vs that in the field, but what are your thoughts?
