Is a visa required when travelling into the UK from Italy (without an Italian Passport)

Hey there, I was wondering whether I would need a visa to travel into the UK with my weird situation.

I have a dual citizenship from Italy & Indonesia. Furthermore, I do have an Italian ID & Health Card in which it states basically that I’m an Italian since my dad is from there, however the complicated situation is that my passport is Indonesian and I do not have an Italian passport.

The reason for this is because in Indonesia you are not allowed to have two passports even if your parents are from two different countries (yes I know it’s a shit law)

Thus, this brings into question about the my situation as a EU citizen without an EU passport.
