Command sponsorship for my non resident wife.

So I had this question for a while, no one was able to answer me back in my old unit. I just pcsd to Germany, I’m married and on a process to get my wife her green card, we have been waiting for a while now.

Can I add her to my order even if she is not a us citizen/resident? How will it work?
