Changing to loc

So I was wondering I read some where i think that to consolidate for a lower interest card rate, I could call and see if can switch me to a lower limit line of credit for the lower interest rate so I can pay off my credit card easier (basically closing my credit card account ans changing it to loc), anyone have any luck with this or they wont?
