What to chose to pull decoys

Hey there, I’m looking to buy some off-road RC car but not for the conventional reasons. I need it to pull a rabbit decoy or other kinds to train Harris Hawks (and have a bit of fun with it too). I’m new to the RC world so I have zero idea what brand and/or what kind of car to get. I’d like some advice on what to look for and what to avoid. I just know it has to be not too expensive, probably not a combustion engine to not scare the birdies and with a focus on torque rather than speed. Thanks !
