If Trump really is fascist, why didn't he use the military and federal law enforcement to stop the protests that occured across the country on Monday?

If he truly wants to consolidate power for himself and enact his will, why hasn't he done so already? If he can't tolerate mean things being said about him, why hasn't he acted upon that?
