MEDICAL OFFICER III

hello po! i’m an aspiring doctor and just want to ask po if the position of Medical Officer III in government hospitals can be taken by a general physician or is it only for those who are under its residency? like sa NCMH po, are the MDs taking psychiatric residency the only ones who can take it? thank you po!
