What coverage can my newly-arrived immigrant MIL and FIL receive in the US

As the title suggests, my newly-arrived mother and father in law have arrived to America legally and unfortunately my father in law has a heart valve issue that will require surgery in the next few months. Long story short, I need help on deciding what health coverage he can receive to cover the surgery? His income is di minimus and is in New Jersey.
