Can I Animate a Fixed Div?

I have a div block / element that is fixed which is suppose to animate through a while scrolling in view effect. The problem is it doesn't animate when the element is fixed.

Is there a work around? I've tried applying my animation to other layers that aren't fixed that is scrolling in view but nothing has worked so far.
