Mods only active in creative mode?

It seems like my modded dinos only show up in creative mode, never in normal sandbox, the campaign, challenges, or chaos theory... is this normal? Is my game broken? Is there a mod to make them appear in all game modes that i havent found? Kinda sucks to only have them in the freebuild creative mode.
