ben and Locke?

Do we think ben actually thought that Locke would come back after he killed him? Im confused because ben said that he killed Locke because he believed he would come back but on the other hand was shocked he was actually still alive. Well seeing as that WASNT Locke was ben lying the whole time (again)?

And if he was lying then why did he kill Locke to begin with?
