Am I doing something wrong, or is my dlc not working? (Pirate Yakuza)

I'm technically playing early on Xbox by switching my location, but I can't seem to use the Kiryu or Ichiban outfit I have downloaded. When I downloaded the dlc it said that the outfits should be inside the costume changer, but I don't see either outfit inside it.

Do I just need to wait longer?
