Helicopter won't resupply and bad luck?

I'm playing against the ai in Army General and for some reason one of my OH-58D's was landed in a resupply circle of a supply helicopter and would not rearm. Has anyone else ever encountered this or am I just stupid. Also in that same battle, I landed some helos to resupply, and in a second arty is on top of them, every shot landing directly on a separate helicopter costing me 3 helos in the time it takes for them to even spin up to move. I just gotta know if anyone else has experienced bad luck like that.
