What the hell is the deal with loading resources screens?

I last played this game back in the middle of november last year on a weaker pc than I have now, ran decently but took a hiatus to buy a new rig and enjoy it on a better machine. After all these months I finally have a new stronger rig (7900 XT and Ryzen 7 5700x3D), I have the game installed on an SSD, and now these black screens are absolutely terrible. So I ask, what the hell is the deal with the loading resources black screens? Is this how its supposed to be? Is this how its just going to be? When I played it back in november these black screens weren't as bad, now, I dread having to do anything that requires a black loading screen. Join an operation on the highest difficulty only to find out the class you have 1 level shy of max level, is taken by another person? Great! Your choices are run the op with a level 1 class you dont play and fuck over your teamates, or, spend another 10 minutes in the black screen just to get back to the barge and try again, and hopefully not get fucked over again. Just getting to the battle barge from startup is long enough to read a dictionary through 3 times.
