Is there a job title in dc that fits this description

I am a firefighter and have a leadership position. A few days ago, I went to a governmental meeting with some of higher ups. They were describing how they are going back and forth to DC and our state capitol in ambitions to “politic” and foster connections for the agenda of the fire district as well as some of the associations we have. They were describing that basically, they are shooting blanks- they don’t know people who know senators and staffers, they don’t know when and where to show up to lobby, the operations of the senators, the insider secrets and effete strategies to lobby. Is there some kind of job title for a person who helps the lobbyists more effortlessly and efficiently understand government and how to lobby better? I assume this would be like a strategist or consultant? Not sure, but I figured with the number of DC folks who once worked on the hill or in other big bodies that they might be working in this capacity. Not asking for one just curious what the career would be called
