Port issue

Hello, I have questions about port changing. When I change my listening port in my android torrent client(ttorrent) using mobile data my speed goes up and after one minute it goes down again. What's the reason? Is my isp blocking my port? Is there a way to automatically change port per minute to maximize speed?
