Not enough teams for playoffs

I know the playoffs require 8 teams to qualify based on points, but what happens if there aren’t enough teams to make up 8? Would we be eliminated because there aren’t enough teams to queue?

Also, if we queue too late, could we be eliminated due to there not being 8 teams available?
