New turf laid, very soggy 3 weeks later

Europe

So I got a contractor in to replace the clay soil I had and to install new roll on turf with drainage. Before I call back and complain, we have had heavy rain the past 48 hours here and the turf is very soggy. There is no pooling above the turf like before but it is still very soggy. As a complete novice, is this normal? Does it get better as the grass begins to root in the soil?

Apologies if this is a stupid question. Also, any advice on how what I should do to keep my new lawn in good shape? Thanks
