New OEM and inactive charter question

With the potential of Dodge returning to the sport, NASCAR has said in the past with the newest charter agreement that there are a few new charters (that are currently inactive) that could be brought out for that OEM.

If this were to happen, would that cut into the amount of spots available for open teams? Or would the field be expanded to maintain the status quo of 4 open slots per race?
