How do people in China use VPNs...and get away with it?

Isn't China supposed to be locked down tight and heavily monitored in every way? I could understand VPNs getting smuggled in, but how do people even manage to use them without big brother knowing who's using it, anyway, to come track them down and make 'em disappear?
