Questions about Surah Isra verse 31

Allah is saying he will provide for parents and children who live in poverty. Yet as someone researching Islam, I don’t see Allah providing for children in poverty at all. Global poverty is a huge issue. So why is Allah saying he will provide for them yet he isn’t? I’m a bit confused here.
