Can my 17 year old move if her mom has custody?

My daughter is turning 17 in April, she’s going through mental health struggles and has expressed the desire to move in with me 3 hours a way. There’s a lot of struggles at mom’s house, verbally abusive alcoholic, extremely controlling. We’re in Oregon, and wondering what outcomes could come from daughter just moving in at 17? Will cops get involved? What are the chances of them saying she has to go back? Mom is not a negotiable person and we’re anticipating a big blow up.
