my hr is stuck at 40

i reached hr 40 a few hours ago and the quest that is meant to raise the hr cap doesnt seem to work like how the rest of them did. it just tells me to investigate regions and raise my hr level but it literally wont go any higher since the progression bar is full, has anyone else experienced this or found a way to get past 40?
