Who has the final say: design or product

My team has a "design PM" with some design background but now works as a product director to sign off on the design. They have so much power that no designer dares to question them, even my design team lead, who is at the same level. Does this seem normal? My understanding and past career experiences led me to believe that design should have a final say, well, on design.
