I am specifically using this mini PC

Beelink Mini S12 Pro Mini PC, Intel 12th Gen N100 (4C/4T, up to 3.4GHz), 16GB DDR4, 500GB SSD, Desktop Computer Support Dual HDMI 4K@60Hz, WiFi 6, BT5.2, NAS, Low Power

When ever I try to use hard ware transcoding on my ShinobiCCTV instance my cameras get stuck on a restarting loop. If I try to use transcoding with Jellyfin the feed will just crash. I use intel_gpu_top to see it transcoding and it just flashes some numbers and stops which tells me its somewhat working with Jellyfin. SInce I am having issues with both Jellyfin and ShinobI I am hoping that it is not an issue with my configuration on said programs but with the PC itself. What other information can I provide to get help figuring this out. Has anyone experience this and do you have a solution? Any and all help is more than appreciated.
