Looking for the name of a concept

So i have a memory of a video I believe that had explained this . Essentially this is a philosophical concept about making processes incredibly tedious, and difficult in order to narrow how many people actually receive the goal. The example I remember being used was basically government processes for taxes, food stamps, and really all assistance I believe the exact one they used was how at the DMV you seemingly are never in the right line, and or never have the exact correct paperwork. I may have not done the greatest justice in describing, but I'm sure they had been using a specific term for this practice, any help you wonderful people could provide I will appreciate!
