Subjugation of Yuan Shu - why is Lubu a main general and not Liu Bei

Any ideas why? Of the 3 main commanders who can’t die, it’s Sun Ce, Cao Cao and Lu Bu, but at this time, Lu Bu is serving under Lie Bei, so why wouldn’t he be the main command? Just curious in case anyone has any answer and I’ve missed something
