Could Barb retire, Jacob change jobs, and yet both never leave the show?

So there's been some talk all season long on these boards about Barb retiring and recently some folks were thinking Jacob could become the counselor.

I was wondering if as punishment from the school board they could be forced to cut Abbott's budget to help the other Title I schools in the area (or something similar). This could lead to the retirement of who is likely their highest paid teacher in Barb and Jacob revealing he has the necessary counselor credentials and voluntarily quitting to become the counselor instead. Barb can then come back as a long term substitute when the new kindergarten teacher freaks out and takes a powder after 2 days in the job.
