Do I need 15$ in skins RIGHT NOW in my inventory to play on premium servers?

I've loved Rust until the recoil update a few years ago, but since then I barely played anymore and therefore decided to sell all of my skins like a year ago (nothing crazy, maybe around 300$)

In the recent months I played it 3-4 days a week for several hours and also encountered more cheaters than ever

So my question is, do I have to spend another 15$ in skins to be able to play on premium servers or is it enough if I have spent more than 15$ in the past in skins?

I definitely won't spend another 15$ in skins to play on premium servers to see less cheaters, it's just not worth it to me and I'd rather quit the game completely then

Spending money to play on premium servers should not be the norm if the devs can make/seek (for) a better anticheat.. (ofc I know that a game will never be without cheaters, but you can make it less than it is now with a proper AC)
