Goat People Theory (Heavily Vibes Based)

So I know it's been theorised before that the goat people are potentially homeless and could be living there full time. After the Sweet Vitriol episode we know that Lumon is leaving towns utterly decimated from severe substance abuse starting in childhood - could they be offering an opportunity to beat the addiction they cause by getting severed? If the innies know nothing of the substance and can't access it it's only a case of getting over withdrawal. It's really more of an extension of the original theory than a new one: they funnel these people through their factories, sell them their drugs and then offer them salvation from their addiction.
