Youtube shows me ads more when I dislike them or interact negatively with them

Upon disliking an ad or hitting "Block Ad" or "Report Ad" in the "My Ad Center", the chance that the ad will be shown to me increases more than for an ad I did not or did positively interact with. Blocking an ad prompts this "You shouldn't see this ad again from Google, but you may see other ads from this advertiser" message but its obvious that the ad shown to me again after blocking it is in fact the very same ad when its still disliked from when it was previously shown to me.
