Alfred E. Neuman Signs Around Kingston

Does anyone know why there are signs/pictures of Alfred E. Neuman around Kingston? My uncle once told me he noticed one on the highway when he was coming to visit me, and I also saw one on the side of a building somewhere on Division street. He’s a huge Mad Magazine fan (he has like every edition from the past 30 years) so he keeps bringing it up and I have no idea lol. I tried googling it but I couldn’t find any information.
