Can I bring few packs of cigarette with me in the luggage?

I’m flying to Japan tomorrow and I’m not sure if I can bring 2~3 packs of cigarettes with me even if it’s inside the luggage that’s gonna be taken ( not the bag we take inside of the flight) Are they gonna check the luggage? And I shouldn’t take lighter with me either way right?

Sorry if my English is not good😭
