How can we fix libya's population problem all Opinions welcome

Hello sorry for not posting in a while I was kinda busy, Instead of my rants This post is just so people can comment under how they would libya's populations problem. Libya is the 16th biggest country in the world and yet we only have a population of 7 million people and were not growing fast. Another problem is that 94 percent of our population lives on the coast and benghazi and tripoli alone make up a quarter of our population. So how would you fix this problem all opinions welcome.
