Problem Joining Multiplayer Steam Server

I'm playing in steam with my friends, the other are fine and can join the server (with mod) without any problem so it's probably not in the server side, however in my case I have a 80% chance to get an error either:

1. loading takes very long (+-10 minutes) and in the end cant join with "Timed out waiting for the server to respond",

2. ask me to make a new character and then a blank screen (with music on)

3. unrelated but i cant take screenshot with snipping tool

What Ive done:

1. Flush dns
2. Firewall and antivirus off
3. Changing DNS
4. Uninstall and reinstall
5. Reinstall Mod
