No water for the past 12 hours - what can I do?

It's been 12 hours and there's still no water in my building. This was not scheduled; the property manager stated that it seems like the pipes got messed with during construction across the street. I don't know how much longer I have to wait for water to come back on, but obviously this property is not habitable as it is. What are my rights? Can I withhold rent, break my lease, etc?
