Resources on Local Governance?

I've noticed more and more that we have a heavy focus on all the big machinery and how massive bureaucracies and international politics work, but I need to know: what resources do we have on the local stuff?

Like, how do we keep parties connected with the average person, what pitching mechanisms do we use to keep things going? How do we work small community projects and worker collectives? Where do things connect with the national government and in what manner? I've always been fascinated by structures of democratic centralism, but I've never had the opportunity to hear how it works and feels on the ground or how local society works. If you guys have any resources, I wanna know, doesn't matter if it's a random Twitter profile or an essay on the Soviet models, I wanna know.
